This track is also know as Michi Lange - Brothers & Sisters which was released as a single on one of my favorite 90's House labels, Peppermint Jam which I think was and may still be operated by Mousse T. I first heard it on a 2 x 12" of Heaven 17 remixes i found in 1999 at Sattelite. It's on some extra funky uplifting Bob James sampling heavy late 90's house shit. I remember playing this in the Giger Room at Limelight quite a bit in the summer of 2000.
